В KB по этому поводу сказано:
"This issue can occur if a safety AOI exists in the application with a safety signature in the controller.
This issue was addressed in V21 and in V20.
This issue was repaired in V20.04. After upgrading to V20.04 download is required before upload.
An alternate workaround would be to delete the safety signature from the Safety tab of the Controller Properties, and download the project without a signature. You can then create a signature and upload. This may require a password to unlock the controller if it is locked."
Что-то мне кажется Вам не получиться сделать UpLoad
