Use the DH-485 UIC devices driver in RSLinx Classic and use 19200 baud.
Note: Do not use Auto-configure for the DH-485 driver, see 21429 - "Internal error; call Rockwell Software" when trying to use Auto-Configure on PanelView Standards
Configure the 1747-UIC device in RSLinx Classic by following these steps:
For RSLinx Classic version 2.51 and newer use the driver DH-485 UIC devices

1. Add the driver via the Communications menu
   
2. Configure the COM port assigned by Windows in the Device Manager
   
3. Select Station number (00 is preferred) and Click OK
   Note: the UIC works only at 19,200 baud
   

For RSLinx Classic version 2.50 and older use the driver RS-232 DF1 devices

1. Add driver via the Communications menu
   
2. Configure the COM port assigned by Windows in the Device Manager
   
3. Configure the RS-232 DF1 devices driver with the following settings
   
    Comm Port
    USB communication port found in PC's Device Manager
    Baud
    19200
    Parity
    None
    Stop Bits 
    1
    Device
    1770-KF3/1747-KE
    Station
    00
    Error Checking
    CRC
    Protocol 
    Full Duplex
   
4. Leave the Baud Rate at 19200
   Note: the UIC works only at 19,200 baud
   
5. Click OK
   

Note:  If this driver is not available because you have an older version of RSLinx Classic, you will need to use Once communications has been established via RSLinx Classic launch PanelBuilder32

1. Select the menu item File --> Upload
   
2. In the Upload File window click the Transfer Type pull down and click select RSLinx Network
   
3. Browse to your PanelView in the RSWho window and Click OK to begin the upload
